Dear Family and Friends,

As you know, Governor Abbott announced last week the exciting news for expansion of visitation for COVID-19 negative residents in nursing and assisted living facilities beginning September 24. That said, the Texas Health and Human Services Commission (THHSC) distributed a proposed rule regarding such yesterday with the final rule being issued tomorrow. Therefore, please know visitation will not occur until we are given approval from the state. We ask for your patience during this process and know that we share in your excitement that soon you will be able to see your loved ones.

In the proposed THHSC rule, there are numerous requirements a facility must accomplish prior to visitation being allowed. Facilities do have to apply for and be granted visitation permission before visitation can occur. In addition, there are stringent rules to which essential caregivers must adhere. Each resident is granted up to two people designated as essential caregivers.

Just a few of the proposed rules for essential caregiver visits include: developing visitation policies and procedures (including a testing strategy); entering into a written agreement with the essential caregiver that specifies, among other things, that the essential caregiver meet testing requirements, understands scheduling appointments for visiting, etc.; and training essential caregivers on proper use of personal protective equipment (PPE). This is just a brief excerpt pulled from the 15-page proposed rule. You can imagine the entire list of requirements is quite detailed and stringent.

Because we do not have the final rule yet, we do not know exactly what the actual requirements will be for facilities to obtain permission for visitation. However, we have begun the first steps in prepping our employees about visitation and starting the process of collecting residents’ two essential caregivers.

We communicate this information so you will have a better understanding of this complicated process. We ask again for your patience as we diligently work toward making visitation happen as quickly as possible. We will inform you once all systems are in compliance so we can begin taking reservations for visits.

We had calls today to learn more about expanded visitation and have a webinar training with THHSC scheduled for Friday. More information will be forthcoming. We will provide details on the proper procedure to register for PPE training and scheduling visits. Our goal is and continues to be to keep your loved ones safe as we work to implement this new visitation policy. We are happy to report one employee who initially tested positive for COVID-19 has been deemed recovered. We currently do not have any active COVID-19 cases in our facility.

Our facility is under complete quarantine with only essential medical personnel permitted inside. We continue to follow the Centers for Disease Control, Local Health Department, and Texas Health and Human Services guidance in medically assessing and examining employees at the beginning and end of each shift. We are diligently monitoring and assessing residents and employees, following the disinfecting and housekeeping protocols, adhering to social distancing guidelines, and numerous other preventative measures. Residents have been assigned representatives to aid with communication to family members via Smartphones, tablets, and computers to help minimize feelings of social isolation.

Our thoughts and prayers are with the families and friends who have lost loved ones due to COVID-19. As our nation and the world experience the impact made by the COVID-19 pandemic, rest assured we have implemented the best available precautions and have the appropriate supplies needed to care for your loved one.
